Just the el.po file is needed. The other will be regenerated.
(You could send to me, but it will be quicker if you send to more active developers)

The usual process is to have writing rights to the Sourceforge/Git project.
Then to clone the project, do the changes, commit the modified files and then push them. (after building gretl and testing it).
This may not be the best option, for Windows users, especially if you only want to translate a file.

Another option is the "normal" GitHub process, where you have a fork of the project, you do the changes and then you push,  but for your forked project. Then you ask the original project people to pull your changes to incorporate in the final code. This is called "making a Pull Request (PR)".

This last option would be the best, but it is not being used on our project. I do have started with this goal, but I would need to dedicate more time to have it updated. That way I could act as "middlemen" to receive your PRs, do the testing and incorporate it in the final code.

For now just, stay with the current process. If  you want to use Linux, even in a Virtual Machine, I can help you. That way you can also join the "ignorant Linux users" group.

I used Poedit to fully update (translate) the el.po file. It is also saved as el.mo and I renamed it as gretl.mo.
