Our friend Ivan Sopov already had built a config-file for po4a utility
that generates .pot and .po from the XML files. Please take a look

I'll look into that.

I strongly agree with Ignacio and I believe that if we could pave a
better and easier way for translations we will translate more
documentation ;-)
