Got it Jack, so I will follow your instruction to go to that url and do it the hard way and see whether libgretl.h and libgretl.lib files can be generated. It's a little bit inconvinent because I am not so familiar with compiling with Makefile, but thank you so much!

But where is libgretl.h and possibly libgretl.lib after running gretl-1.9.7.exe? Are they supposed to be simple to find?

It's not exactly like that: the exe installer just install the complied version of the library, the one which the application needs to execute the libgretl functions. In order to build a C application that uses libgretl, you need to download the source. You may find this page useful: http://gretlwiki.econ.univpm.it/wiki/index.php/How_to_compile_gretl_on_Windows
