We're not talking 1.10 vs 1.99, but 1.10.0 vs 1.9.99. Numbers with two
dots in them are unknown to arithmetic but they're well known in free
software versioning, where they usually represent Major.Minor.Micro (the
last field is sometimes called "patch-level"). And in that context 1.10.N
beats 1.9.M for any N and M.

While it's not totally consistent, again in free software versioning it
tends to be the case that upping the Major version number doesn't just
mean "Hey, we've got some neat new stuff!" but rather, "Look out! We are
breaking backward compatibility in a substantial way (because that's the
only way we can get to the next level)".
