Thanks, Marcin, good detective work! This is now fixed in CVS: if
we get ISO8859-1 output from tramo we'll recode it to UTF-8.

BTW, I see that in the binary package you cite, seats is linked
against libgfortran but tramo is linked against libg2c. Hmm.
