Yes I can access the page.

I obtained the error message both from university as well as from home. From home I am definitely no behind a proxy server...

That's strange, I just checked and the server seems to be ok. Are you behind a proxy server? Can you access http://dev.ricardo.ecn.wfu.edu/ from your browser?
