You'll probably have to experiment a bit to get it to your liking, but for example trying adding the following (say, after the "set title" line, though the placement is not crucial):

set label "Outlier 1" at 1.05,1.87e09

Note that when you have gretl's "Edit plot commands" window open, the Help icon takes you to the gnuplot manual, in which you can search for "label" to get a full description of the
"set label" command.
