Gretl 2021c came in a zipped file gretl-2021c.tar.xz which I downloaded from Sourceforge and then unzipped using Winrar. I am using Window 10 platform.

The attached jpg file shows almost all subfolders in the unzipped folder and on the right hand side, some individual files also. One not shown in the jpg image in the individual files list is a file called INSTALL which has 2KB of contents. But it is not an executable installation file. So where in all the subfolders or somewhere else is an installation file that will install an executable gretl programme for version 2021-c with what I have downloaded?

Sorry, I don't understand. What platform are you on? "Unpacking" sounds unusual, normally you would run an installer (but there are exceptions). And what's INSTALL 2k?
