If you are willing to use the CVS version, risking to use new features and bugs, there is now an instructions file to easy setup in Ubuntu 11.04. (http://gretl.cvs.sourceforge.net/viewvc/gretl/gretl/README.packages?revision=1.4&view=markup)

Or you wait some more weeks if not days to get the 1.9.6 version.
