Seems to be some permissions issues.

Tou could first test if C:\Program Files\gretl\wgnuplot.exe is working by itself.

But I see that your Windows username contains a problematic symbol. Was that your username before formatting disk?

There may be problems when using spaces and the aphostrophe in the username.

(gretl and gnuplot are originally developed in Unix systems like and those names would not be usable).
