Yep, look in the help menu for "Gretl + SVM". Quoting from that doc:
"Support for libsvm in gretl was added in the 2017d release (2017-11-07). Since then, however, some improvements have been made and at present you’ll be better off using gretl 2018a or higher to work with this."

And from the latest changelog (2019a): "SVM support: make this available on all platforms and drop the requirement of separately installed libsvm"
