On second thoughts I think I can see another possible failure mode for a parallel build of the git source with --enable-build-doc. I've committed a change to the top-level Makefile.in which might help, though I need to check that it doesn't break the build without
--enable-build-doc.

It looks as if the bibtex binary might be missing/unavailable. If so, this
will have knock-on effects on the building of the "online" help files...

so the next error is not (conditionally) unexpected.
