Maybe Allin to be right.
I download Charlie's file and Gretl (Galician, Spain 1.9.12cvs version on Windows XP) fails to recognise the timeseries.
But I substitute commas, writing it again and Gretl works fine.

File attached (it is (obviously when you look at it!) a small test file rather than a real dataset!!)
I installed the cvs build on another machine (Windows 7) and had the same result.
