I am running into a problem
with a dataset that has observations by month. I want to create an
annual representation of the dataset (or variable) with the average for
the observations in each year.

I think it depends a lot of the kind of the series you want to use (i.e. the unit of measure). For instance, if you are interested in interest rates it could be better to accumulate the monthly serie into 12 months to represent the entire year.
