As regards French, you can take a look at Russell Davidson's
documentation for his program Ects, at

I looked at "Volume 1" and Davidson mostly uses the decimal dot,
but at some points in the text he uses the comma (that is, what
Jack said about Italy). Not very satisfying for a perfectionist,
I guess ;-)
