Please forgive me if this sounds picky, but the two sentence reply you
just gave me would be a wonderfully helpful bit of text to append to
any error messages that arise because the shell is turned off.

You won't find a function package in the menus unless it offers a menu
attachment. As I mentioned, many packages do not offer such an attachment;
they must then be executed from the function-package window.

You can activate it under /Tools/Preferences/General ("Allow shell
commands"). Having this turned off by default is a security feature.
