In |Add|Define new variable| use
c = 5 * const to define a constant series which is 5 everywhere. If
you want another constant series simply substitute the required value
for 5.
If I write c = 5 I would expect c to be defined by what is on the
right hand side of the expression and this is a scalar. 5*const is a
series and therefore c=5*constant defines c to be a constant.

Oh OK. Still, it is my humble opinion that it is only natural that
entering c=1 in the "Define new variable" box should by default
produce a variable item (a constant series that is) especially since
typing "scalar c = 1" also produces a scalar (in addition to the easy
add button in the scalars window).

I guess you are right, when you put it that way.
