IMO intermittent problems like these may be related to some difficulties
in downloading data. Perhaps we could try to be more explicit in the
error messages we give to the user.
Note to developers: I remember there was some talk about making the CURL
timeout threshold configurable, but frankly I don't remember if we
eventually dropped the idea.
