I installed 1.6.2 on the XP box.
I can now access PY, though I'm not sure how to download
it to my function folder. I can apparently run it from the server.

Actually, for py4gretl you may need the 1.6.2 pre-release, at
http://ricardo.ecn.wfu.edu/pub/gretl/gretl_install.exe
