Then I installed gretl from gretl_install.exe. Now it worked as expected.

How exactly are you importing the data? I created a file named
ab.txt, containing the values you show above, and imported it
via /File/Open data/Import/"Text/CSV". The 'b' values were
coded as (1, 1, 2) as expected.
I also opened ab.txt via script and got the same result.
This is with current gretl CVS.
