I do all development in PHP for my software and call gretlcli for running batch scripts to run nls fits. I also provide the source code to other universities who have similar development efforts. In my functionalities, I do enlist Windows as a platform for running my package. The clients would of course have to download gretl by themselves to make the plugin work. However if gretlcli for Windows does not work, then the functionality to run the nls fits will not work for them. So, I'd strongly vote for keeping the cli for Windows active.
