Normally, it shouldn't be necessary, but if you want to be on the safe
side, it won't do any harm to do so.
I agree with Jack, but would add one point. Every now and then
something gets removed from the gretl package (though most of the time
we're either revising or adding things). So if you want to ensure that
there's no old. unused stuff sitting in your gretl installation,
deleting the old version first is a good idea.
