It's quite easy, actually:
* download https://www.census.gov/ts/x13as/unix/x13assrc_V1.1_B19.tar.gz
* untar it somewhere (eg, /opt/x13sa)
* rename makefile.g77 to Makefile
* run make
* copy (or symlink) x13as into somewhere on your $PATH (eg /usr/local/bin)
* make sure that gretl finds it (Tools>Preferences>General>Programs)
and off you go.
