Yes, especially noticing now that I spelled million wrong :-)))
What is surprising to me is they say the program involves 78 person
years of effort. Given that the program is about 7 years old and Allin
has done 90% of all the commits, does this mean that Allin has some
super powers (which he probably has)?

Actually this will be something of an overstatement since we
include in the gretl package slighly modified versions of some 3rd
party code that we use: cephes, minpack, gtksourceview and a few
other things. That, I think, explains why all the source is not
GPL 3.0.
