This char * parameter should be as described in the help for the
quantreg command: it's a string specifying tau, either as a
numerical value, or the name of a scalar variable, or the name of
a vector (a saved gretl_matrix) that holds one or more values of
tau.
Valid values are in the range 0.01 to 0.99.
