Sorry if my answer misses the point, but in French "^" is the « accent
circonflexe » (the «» are French quotation marks) as in ê,î,ô,û,â. You
hit the accent key, nothing happens, and then the letter key, to get the
accented letter. If you want the "^" you hit the accent key twice, or on
Linux with French keyboard layout you can do AltGr+9 it seems.
Actually something similar with "^" happens on the German keyboard
although we don't really have those accented letters. Go figure.
