This is because the gretl CVS has a ja.po file. Someone started a japanese
translation, but it seems the project did not prosper. Actually it has 8
strings translated and 292 fuzzy from a total of 3155.
(Allin: probably it is convenient to deactivate this translation.)
In the mean time, if you want to use the fully english version, you don't need
to change the language settings of your computer. If you add the
option "--english" to the gretl executable command you will see gretl in this
language. For example, in windows:
c:\windows\program files\gretl\gretlw32.exe --english
