I run the package from ubuntu in version 1.8.1-1
I saw that there is also a package libgretl1-dev in the
repository. Could this package solve my problems?
No, I'm afraid it is not relevant. I've just put a copy of the
plugin at
http://ricardo.ecn.wfu.edu/pub/gretl/odbc_import.so
You could try downloading that .so file and placing it in
/usr/lib/gretl-gtk2 . I don't know if it will work with the
version of gretl you have, but it might be worth a try.
