I like option 1)
But also options 4 and 3 by decreasing order :)
Option 4 == Migrate to
stats.stackexchange.com. Under the 'gretl' tag. It
will also promote gretl visibility.
For developers:
I have a mailing list server on my domain (and I really use more for
experiments, so I have plenty of space).
As an example see this site,
http://gretl.transformidea.com/
(and I can install different content servers, like, forum, wiki, ...)

Yes, it is; well worth considering. But despite the existence of a
"gretl" tag, I'm reading some of the experienced contributors saying
that software-specific questions are not really wanted. Among the
tags, I see "r" (should be "R"), "python" and
"matlab", but the
great majority seem to be software-neutral (e.g. "moments",
"autocorrelation", "chi-square").
Can anyone who has spent more time on stats.stackexchange clarify?
