The only way to plot graphs with "," is to explicitly use
the option (set decimalsign ",") in the gnuplot command.
What sort of graph? And how is the graph produced (via the
GUI, via script)? I just checked a GUI graph, running gretl in
Spanish on Linux: open Ramanathan data4-10 and do a
right-click XY plot of ENROLL versus CATHOL -- the decimal
sign was comma OK.
