Please, check this:
Erro em read.table("C:/Documents and Settings/Bruno Thiago Tomio/Dados de
aplicativos/gretl/Rdata.tmp", :
'row.names' duplicados não são permitidos
Durante a inicialização - Warning message:
Setting LC_CTYPE=pt_BR failed
I get this error when I try to start R thru gretl with panel data. Any
suggestion?

Hi, since the language/locale setting (pt_BR) seems to have caused a
problem and since you seem to speak English, maybe run gretl in English
and try again? (In the windows console type 'gretlw32.exe --english' or
something like that.)
this would obviously just be a workaround, somebody else will have a
better solution or idea, I'm sure.

Hi,
It seems that the major error is "duplicate row.names" (not allowed).
Maybe that is on R side? Please verify if the row.names has
distinctive data.
The language error is not critical (I think).
And test like Sven said (or change language in GUI "Propriedades").
