As far as I can understand, it's like if gretl is failing to pass
the "set encoding iso_8859_1" command to gnuplot (but I might be
wrong...).
The gnuplot PNG "terminal" doesn't support the setting of character
encoding (though the postscript and X11 terminals do). Gretl uses
complex subterfuge to try to get the glyphs right, but it seems that
it doesn't always work. It "should" work if you're using a
libgd-enabled gnuplot with TrueType fonts.
