Nowadays X11 is a standard part of Mac OS X. So it is always available.
Did you download and install the GTK+ Framework?
It is available from http://gretl.sourceforge.net/osx.html
(See the links at the top of the page).
Download the framework, install it and then try Gretl again.
It should work.
