It seems that latex.exe is not in your path (that is the criterion
for showing the LaTeX options).
This is in fact slightly broken: it should be that if you specify
the full path to your pdflatex or latex executable under
Preferences, then the LaTeX options are enabled (even if latex.exe
is not in the official PATH). I'm making that change in CVS.
