A .po file is composed of pairs of strings, a "msgid" (string to be
translated) and a "msgstr" (the translation). You can edit such a
file with any text editor, but it's easier with specialized
software. Personally, I like emacs in PO mode; there are also GUI
PO editors for gnome (gtranslator) and KDE (kbabel). I expect
there's a win32 PO editor out there somewhere.
In Windows you may use Poedit (
http://www.poedit.org/ ). It is not so
powerfull as the other programs (I use kbabel), but it is better that editing
the .po files with an ASCII editor. Another possibility is to install Emacs
for Windows.
