It would be nice to get an updated and/or verified list of needed
packages into the official guide chapter (it's in the appendix, I
think).
We (Allin and me) had some discussion about "really" required packages
for compiling gretl. I tried to limit the packages needed for successful
compilation as much as possible. The result is the list shown here:

Of course, some packages/ libraries may also be needed if gretl is
configured with certain flags. But overall my experience was that
following the user-guide, did not fully work for me under Ubuntu but may
work on Debian.
