Just to be sure: You are using a recent (the latest) snapshot version of
gretl on Windows?
Lets see this: I try to open the file Perry.gdt that is inside the
folder "τεστ" (test in Greek) that is on my desktop.

You get this when you double click on the file in the folder:

What's weird is that in this error message the folder name appears as
"test" in Latin letters.
