Aaaaaahhh, old problem.
At the 2013 conference (Oklahoma City) we sort of agreed that Allin and I
would submit a very general paper on gretl to a high-profile journal; this
would act both as a description of the main features of the project aimed
at a general audience and as the "canonical" citable item.
After some effort, the idea more or less faded into oblivion. I guess that
it could be a good time to revive it; and besides, having inaugurated the
gretl working paper series (see
http://econpapers.repec.org/paper/ancwgretl/), we may issue a first
version as a wp (so it's citeable), while the submission to a journal runs
its course.
