Not sure if that is official, but I would recommend to cite the manual,
for example like this:
Cottrell, Allin and Riccardo Lucchetti (2013): Gretl User’s Guide,
available from
http://sourceforge.net/projects/gretl/files/manual/gretl-guide.pdf/download
I remember there was a discussion about this question a while back, too.
Maybe the gretl community is currently talking about it at the
conference in Oklahoma...
