Mina, I see with Peters, each time u lag  by 1 observation,  the total number of observations in your series becomes (n-1). If you lag by two, then expect to loss two observations as well.           I think the main issue has to do with really understanding why you're applying lags. Allin addressed this concern of yours the other day. Your observations are not many as your query indicates. If you're applying a dynamic panel which  by definition presupposes the use of lags, that is OK. But I think the issue is with you understanding what a "lag" is. For example if you restrict your original sample to the years 2002-2008 (which is what gretl does when you estimate that model).
