As Sven has said, the links to the 64-bit and 32-bit versions of
x13as for Windows on Sourceforge unfortunately got reversed. That's
now fixed.
I just tested the 64-bit x13as installer with current gretl on
Windows 10 and it works fine. Two conditions must be met for the
"X-12 ARIMA Analysis" menu item to be active:
1. The path to x13/x12 under /Tools/Preferences/General/Programs
must be correct. A typical value would be
C:\Program Files\x13as\x13as.exe
2. The dataset must be monthly or quarterly time series.
