Hi, I don't think that your question is about gretl. According to me, you  cannot put together annual and quaterly data. Make a choice. I have this variable just in annual data when my dataset is quarterly based and when I click on 'add new variable' i can just insert quarterly data: how can I insert these annaul data  in my dataset?
