The data to be appended do not have a well-defined frequency so
far as gretl is concerned. There are two options here:
a) Temporarily define your main dataset as a simple cross-section,
then append the new data, then redefine the dataset as a panel.
b) Open the new data in gretl independently of the old, define the
new dataset as a panel with the same structure as the old, and
save as a gretl datafile. Then append this new gretl file to the
original one.
