I have compiled cvs the way I described. Moreover, my deb works on my pc (when I uninstalled latex-extras to test it I found another missing .sty)  I think it is desirable to correct command apt-get build-dep gretl (described in User's guide, p. 336) to include missing packages. In Fedora you can do (as root): yum install 'tex(appendix.sty)' I think the same could be in debian...
