The encoding used for the .po file is irrelevant with respect to the operating
system gretl will run on.
The important thing is that the encoding used in the file matches the encoding
declared in the "Content-Type: " header of the .po file.
Both utf-8 and cp1251 are supported by gettext (the internationalisation library
used by gretl); I'd suggest to use utf-8 (but that's a personal opinion).
