There's now an attempted fix in git -- a revision of
doc/tex/Makefile.in. Tested on Linux but not yet on Windows.

(no rule to make target ../commands/cmdtex , needed by gretl-ref.pdf)
I had previously deleted the build directory, and updated the source via
git pull, then re-ran setup.sh.
