No. What exactly do you see from gretlcli when you issue that command?
For reference, here's what I see on Linux (where of course there's no
problem because everything is in UTF-8):
waverley:~/stats/accents$ LANG=pt_BR.UTF-8 gretlcli -b Relatório.inp
gretl versão 1.10.90cvs
