pacman -S mingw-w64-x86_64-libxslt
pkg-config --modversion libxslt
This seems to have solved the (first) problem -- which would imply that
this package was missing from your list?
I'm running into other problems, but I think this has to do with a
messed up path structure here. Should try from a really clean slate.
