No, I'm afraid not, you'd have to be on Linux (if using packaged gretl).
The Windows and Mac gretl packages use GTK2

If one were to build gretl on Windows using GTK3 (which should be
possible, since GTK3 is available via mingw-w64, though I haven't tried
it myself) I guess it should work. You'd just have to put
GDK_BACKEND=broadway into the environment in the Windows manner

Hm, I thought the trick was that the broadway apparatus somehow included
a mini webserver by itself. I thought a desktop version of Ubuntu (for
example) isn't running a web server by default, either. But I could be
wrong.
