You'd be better using the CVS version.
2) Which charset should I use? Currently, I use UTF-8.
That's up to you; UTF-8 is fine.
3) How to contribute ru.po file when it ready?
Probably the easiest thing is if we grant you CVS write access.
Then you can commit updates yourself.
4) How to report bugs with translation?
Either to this list, or using the sourceforge bug tracker.
